HOW TO STOP CORRUPTION

IT IS GOOD IF A QUALIFIED PERSON
IS APPOINTED TO FIGHT CORRUPTION.

IT IS BAD TO PUT THAT PERSON IN JAIL
FOR DOING A PERFECT JOB.

Professor Dr. Elma Nery Romano was appointed by the Governor of the State of Paraná as mediator in one of the regional offices of the environmental agency in the State to fight corruption.
After removing 12 officials for corruption she also accused her boss for running an environmental consultancy on the side. Her investigations eventually resulted in a letter denouncing the Governor of the State who appointed her. After this letter Dr. Nery Romano suffered several persecutions and her accusations against the corrupt officials were stalled.

The leader of the accused group mounted a major operation to impute Dr. Nery Romano with forged documents with several accusations of corruption as head of a gang of deforesters.
Dr. Nery Romano was arrested on the very day on which she had to testify against the person she had denounced.
She got 30 days of provisional arrest, subjected to 5 years of corruption investigations and sentenced to 4 years and 3 months in prison by the same judge who issued the first provisional arrest.

Having discovered and denounced a gang that defrauded environmental permits in the Campos Gerais region of Paraná State, Dr. Nery Romano, rather than see offenders being prosecuted, ended up being the victim of a charge that resulted in her conviction by the Judiciary of the State of Paraná facing 4 years and 3 months in prison. Her lawyers appealed against the verdict to the Court of the State of Paraná, for which no date has been set yet.

Only a very sorry judiciary system in Paraná can send Dr. Nery Romano - doing a perfectly legal job at tracing and denouncing corruption - to jail as a corrupt head of a gang of deforesters without evidence and motive.
This violation of justice reflects badly on the international image of Brasil in general and the State of Paraná in particular. It is obvious that the alleged crime of corruption is totally contrary to her character, her integrity, her commitment and compassion for nature preservation.

To illustrate the incredibility of the accusations against Dr. Nery Romano we present her profile.

Professor Dr. Elma Nery Romano graduated as an agricultural engineer with a masters degree in soils science and currently works at the Departemento de Solos of the Universidade Federal do Paraná.
Before this incident she worked for nine years as coordinator of the technical team of the Prosecutor's Office of protection of the environment, in the Public Ministry of the State of Paraná.

Since 1986 Dr. Nery Romano works in environmental protection dedicating her life combatting environmental degrading, deforestation in the Serra do Mar, hunting and predatory fishing on the coast of Paraná, fighting the pollution from various types of industries and mineral resources exploitation, and fighting animal abuse.

For her dedication she was honored with the Suez Battalion Medal for her contribution to peace and she received numerous honors for her performance and dedication in environmental protection. We may surmise that her appointment as mediator was based on this distinguished record and the trust in her competence to act truthfully upon her findings.
